According to Catherine He, head of research at Colliers Singapore, the DMP2025 will provide more chances for residents to live closer to the city center. She notes that these plans also align with the government’s efforts to meet the increasing demand for housing and ease the pressure on the transport network.
The Newton area will see the development of three distinct clusters: Newton Road, Scotts Road, and Monk’s Hill. Meanwhile, Paterson Hill, off Orchard Road, will have a new integrated development above Orchard MRT Station. In Dover, a mixed public and private residential neighborhood will be created within the Greater one-north precinct.
Catherine He adds that the new housing proposals in Newton and Paterson Hill support the government’s ‘live-play-work’ strategy and will offer residents a range of amenities. Chua Yang Liang, head of Southeast Asia research at JLL, also mentions that these developments will add to the existing plans to redevelop areas like Bukit Timah Turf City, Pearl’s Hill, Marina South, Mount Pleasant, and the former Keppel Golf Course site.
The Draft Master Plan 2025 describes the Newton neighborhood as a mixed-use ‘urban village’. Development sites near Newton MRT Station will gradually introduce new housing in key clusters at Newton Circus, Scotts Road, and Monk’s Hill. These plots, with a maximum gross plot ratio of 4.9, are currently reserve sites under the previous master plan. Notable existing developments in the area, such as the former UOB Kay Hian Building and the Kheng Leong Co. Building, will see their 15-year land leases expire in 2023.
Furthermore, three land plots off Winstedt Road in the Monk’s Hill area will be rezoned for residential use with a gross plot ratio of up to 3.5 under the DMP2025. Lee Sze Teck, senior director of data analytics at Huttons Asia, states that this will give developers more flexibility in how they use the sites. One of these plots has been announced for sale under the 2H2025 Government Land Sales (GLS) program and is expected to launch in August.
The largely private residential enclave along Paterson Hill will be transformed into a mixed-use hub, with more retail spaces connecting the Orchard Road shopping belt with the River Valley area. The DMP2025 proposes a new integrated development above Orchard MRT Station, comprising residences, offices, F&B and retail elements. Christine Sun, chief researcher and strategist at OrangeTee, expects around 1,000 private homes to be developed in the Paterson area, along with retail, F&B, and office spaces. She believes that expanding the residential landscape in the Orchard Road precinct is a good move due to the scarcity of available land in prime areas.
The land parcel above Orchard MRT Interchange will also be rezoned as a white site with an increased plot ratio of up to 5.6, giving developers the opportunity to build a residential and shopping project. The last time a GLS site was launched directly above the interchange was in 2005, leading to the development of ION Orchard and The Orchard Residences.
The Dover-Malway area within the Greater one-north precinct will see the addition of a mix of public and private homes, along with new amenities and recreational spaces. This will support the area’s transformation into a business and R&D hub, with more residential developments in the works from both the government and private developers. PropNex and OrangeTee expect around 6,000 public and private homes to be launched in phases at one-north. Christine Sun believes that this could potentially support the development of more businesses in the future and make the precinct a hub for various industries.
